Under the Native Title Act, the KLC became the Native Title Representative Body (NTRB) for the Kimberley region in 1999 . Set out below is the list of jobs (called functions) that NTRBs must do:
Facilitation & Assistance: Prepare Native Title applications, and get legal representation for people. KLC can only do this when people ask it to, and only for land within its region.
Certification: Provide a written statement for native title claims and agreements, showing that the whole claim group give authority to the named applicants, and trying to make sure that the application includes all the right people for that place.

Dispute Resolution: Promoting agreement and mediation of disputes between Indigenous people and groups in all claims, agreements, and negotiations.
Notification: Let people know about any notices we receive about activities on land they are claiming or might claim.
Agreement Making: Be involved in making land use agreements and looking out for the interests of people on land they are claiming or might claim.
Internal Review: Let people know that they can ask us to have another look at decisions we make about what we do.
Other Functions: Let people know about native title and how it works, to work closely with other land councils, and to operate in the best way we can.
Governance & Administration: Make sure we have a good and easy to understand way for managing KLC, giving our Executive Committee and members proper information for their decisions, and having good working conditions where staff know how their jobs support the KLC.
Consultation & Setting Priorities: To include Native Title stakeholders in deciding what NTRB work the KLC does and how it does it, and which work to do first.
Decision Making & Review: To have open and clear ways of making decisions, and to let people ask KLC to take a second look at some decisions.
